Gapoktan as food security system; study from Pasir Sakti-East Lampung


Pasir Sakti, a name never be forgotten, a village in East Lampung-Lampung Province that many lessons i have obtained. The farmers here have their superiority which able to be followed by many communities. It is not about a cultivation, plant variety, or technology they use, but this is about social modal that they package to answer their internal economic problems.

Pasir Sakti village is not a metropolitan village, mostly richman composition, or an industrial village, this village is just a little village with majority of farmers and fishermans who live there. Most of their rice fields are changed from marsh. Its situation is very high sun intencity, much of dush, and commonly as a simple family. Also located near to the coast.

In Pasir Sakti village, there is a Farmers Group Aliance (Gapoktan) with name Sumber Rejeki. This Gapoktan is leaded by a farmer called Mr. Sage. Fortunately his home is that i spend my time as my accomodation for five months later, therefore it is not difficult to find informations from him. Gapoktan consist of farmer groups (Poktan), while every Poktan has its member (farmer) who has rice field within same area. Farmers in a Poktan are like neighboring field, though their house's distance are far. In this case, Gapoktan Sumber Rejeki has 5 group members, every group consist of 25-30 farmers with 25 hectare of rice field wide average.

These Poktan and Gapoktan routinly are guided by BP3K, a guidance institution on agriculture, animal husbandry, and forestry. Each village is under an agricultural guid. By the way, Gapoktan and Poktan have strategic side in Indonesia agricultural development. With this group, beside as interaction forum, it is as well as place to study together, sharing, and optimalizing increasing productivity. Within group, every member has similar right to speak. They  also can cooperate particularly in plantation management, maintenance, water management, irigation, pest and diseases management, and many more.  

There is an unique taken from Sumber Rejeki that can be rightfully prided. it is that they have a self food sufficient and food security system. Sumber Rejeki posseses a twice that being a reason to answer it, a money savings and rice barn. Both of them are collected from its members for every meeting twice weekly, and after harvesting for rice collection. the most honor is that it is not a huge collecting, when they make a meeting, every member (farmer) just contribute his money Rp20.000. while for rice contribution just 15 Kg of rice per hectare after harvesting. The meeting always become interesting because they always enter many other religious activities such as Yasinan, tahlilan, and so on to that.

Each member has his own right and obligation. Their obligation have been dercribed above, while the right is that they can borrow either money or rice in from barn in every time. After borrowing, every member have to return the charge, 15% for every loan. The paying for returning is not limited by time, they are free on the time. Except at the end of year becouse related with close book/close administration.

That is a strength of local wisdom on a community built for many years. An interview with Mr Sage said that the total of money saved at Sumber Rejeki Gapoktan is up to 80 millions rupiah, meanwhile the rice barn total for the rice up to several tons. That is incredible. I think if all villages Indonesia has do like Pasir Sakti has, we won’t get difficulty in food supply. Vulnurable food supply can be easily overcome without importing the rice from other countries. This is the other side from my expedition in developing soy bean commodity in East Lampung.
